The KSA is the Dutch regulator of legal and illegal gambling. They deal with the following abuses. So this is more than just tackling illegal casinos. Even with the legal casinos and lotteries, the KSA keeps a close eye on everything to make sure they continue to comply with the rules. Where the law is often broken at legal providers is in the area of advertising. There are strict rules such as not actively approaching people under 24. This is where BET365 and Jacks recently went wrong, leading to a hefty fine.
Gaming providers (casinos and lotteries) who fail to comply with the rules sometimes have to take action, or sanctions. We issue sanction orders. This is also how we inform players.

Combating illegal online gambling
From 1 October 2021, the Netherlands will have legal online bookmakers licensed by the Dutch Gaming Authority. All other online gambling for Dutch players is illegal.
Close to gambling terminals
In pubs, cafés and phone boxes, we found gambling machines: a computer with internet connection and special software that allowed players to bet on the result of a sports match. Gambling kiosks are banned.

In illegal online lotteries, organisers often post messages in private groups on Facebook or Instagram. They offer prizes and sell lottery tickets. Unlicensed lotteries are prohibited.
Dealing with pyramid schemes
You can think of MLM this way: the player's profit depends on the number of new participants, and the player has to arrange this himself. Pyramid schemes are banned. Pyramid games are banned because they are unfair: only participants who enter the pyramid early can arrange enough new participants. For participants who enter the game later, there are not enough people new to the game. They get less or no income from new players' deposits.
How we deal with pyramid schemes
Amusement arcades often contain gaming machines with games of chance. There is one exception to the law for these machines: no licence is required. We see the risks of gambling addiction.
Tackling illegal poker
Poker is a casino game. By law, there may be 1 provider of casino games in the Netherlands. Holland Casino since 1975. If random people play poker together in a building for money, it is illegal. Sometimes the gaming authority confiscates goods whose owner is unknown. On this page, we publish an overview of all seizures.
