Rules of poker

In poker, you start with two cards in your hand. Next, five cards are dealt face up on the table. With these seven cards you try to make the best possible combination of five. Each hand has four rounds of betting, where you can choose whether to play or stand your ground. You can bet after you get your hand, after the first three cards on the table, after the fourth card and after the fifth card. You win the pot by having the best combination. In addition, you can make your opponent believe that you have the best combination so that they will fold. In short, the steps:

3. All poker players can bet (bluffing is allowed).
4. In three rounds, 5 (face up) poker cards are placed on the table.
5. After each round, players can bet and bluff.
6. The poker player with the best 5-card poker hand (made up of the face up and down cards) and who has not been bluffed, wins.

Tournaments or cach games

When playing poker for money, you can make a distinction between tournaments and cash games. To take part in a poker tournament, you have to pay an entry fee. You are then given a certain number of tournament chips (e.g. 1,500 or 3,000) with which to play the poker tournament. If you drop out of the tournament, you lose your entry fee, so you play a tournament until you drop out. The prices of a tournament depend on the number of participants and the entry fee.

Is online poker for money legal?

The KOA law made it possible to play online poker legally in the Netherlands as of 1 October 2021. However, it's important to do so with a provider licensed for the Dutch market.

How many people play poker in the Netherlands?

According to available research, around 3 per cent of the population plays poker: at home, online, in the casino or elsewhere. That would amount to between 400,000 and 440,000 Dutch people aged 16 and over. By far not everyone does so for money, by the way, as happens in casinos and during 'home games'.

Physically playing poker for money is prohibited; only Holland Casino is allowed to offer it. However, it is allowed if it is done privately and not on a business basis, summarises the Kansspelautoriteit (Ksa) on its site.

The latter means that as an organiser, you are not allowed to turn it into a source of income. Occasionally playing at home with good acquaintances for, say, a few tens is still within the rules.

Is poker a game of chance in the Netherlands?

According to a Supreme Court ruling of 3 March 1998, poker is a game of chance within the meaning of the Gaming Act. According to the law, poker is a casino game, which means that only Dutch casinos are allowed to organise poker tournaments.
Under Article 1 of the Act, the opportunity to participate in games of chance may not be offered without permission. However, the law does not apply to venues that are neither open to the public nor commercial. In all other cases, a licence is required. Therefore, it is permissible to play poker at home with a group if the opportunity is personal rather than commercial. Therefore, the concept of privacy must include the living room situation. Business is involved if opportunities are offered on a regular and systematic basis (e.g. by renting out rooms, charging entry fees, advertising, etc.). Poker tournaments in bars are usually open to the public and played commercially. However, when a group of friends play poker in a bar, it can be considered a private event.
