Toto Online uses ads targeting young adults for exposure. The Ksa ruled that Toto Online broke the law by targeting ads to people aged 18 to 23. This is unlawful as the Ksa established the Gambling Authority. Consequently, Toto Online paid a fine of $400,000 to the Ksa.
Toto Online sent marketing messages
Toto Online sent marketing messages to its entire customer base - including minors - between 1 October 2021 and 1 February 2022. This was in violation of the Ksa, which states that only online gaming providers may send advertisements to a specific group. From 1 February 2022, it is against the law to send advertising to young adults. Toto Online stopped breaking the law on this date.
The Ksa argues that underage children and the elderly need extra legal protection. Their brains are still developing, making them particularly vulnerable to developing gambling addictions. Because gambling providers violated rules designed to protect vulnerable groups, this fine is justified.
