Dutch casinos do not adhere to player payout requirements

A number of licensed online gambling operators are enforcing unauthorized conditions for the payout of player funds, according to research by the Dutch Gambling Authority (Kansspelautoriteit, Ksa). The Ksa has ordered nine operators to stop this practice. Additionally, there are four licensed operators suspected of applying such conditions. These operators have been informed by the Ksa that this is not allowed and must confirm in writing that they either do not engage in this practice or will cease doing so.

Obligations Regarding Payouts of Player Funds

When a player requests a payout, the operator must immediately return the player's funds. Operators are not allowed to impose structural conditions that prevent immediate payouts. Player funds should be paid out without unnecessary delay. However, the Ksa has received reports that online gambling operators are attaching conditions to the payout of player funds.

In response to these reports, the Ksa informed operators in March about their obligations and the exceptions related to immediate payouts. The Ksa also highlighted examples of conditions that operators are not allowed to use, such as minimum withdrawal amounts and wagering requirements before payout.

Investigation Dutch casinos

Despite the earlier communication, the Ksa continued to receive reports that operators were not complying with the rules. Following an investigation, the Ksa has ordered nine operators to stop enforcing unauthorized conditions. Additionally, four operators received warnings. Although the Ksa received reports about these operators, their terms and conditions did not explicitly show the use of prohibited conditions.
