The Ksa concluded that LeoVegas repeatedly failed to do so, despite clear warning signals in multiple player accounts. As part of its investigation, the regulator reviewed several individual player files.

In every case examined, shortcomings were found in how LeoVegas handled responsible gambling obligations. One of the most striking examples involved a player who deposited and lost tens of thousands of euros within a short timeframe without timely or effective intervention from the operator.
The Ksa also criticized the quality of the measures that were taken when intervention did occur.
In one case, a player displaying serious signs of excessive gambling was initially confronted with nothing more than a pop-up warning.The message could be easily dismissed and was not followed by stronger action, such as direct contact, deposit restrictions, or temporary account suspension.
According to the regulator, such responses fall short of what is expected under Dutch gambling law, especially when financial losses escalate rapidly.
